You probably knew that already, but full disclosure is important.
The reason for the disclaimer is simple. Individual council members have essentially no legal authority; only a majority of the Council does. Similarly, no individual Council member can speak for the Council unless he or she has been authorized to do so. Typically that’s a role filled by the Mayor. So when you hear or read a council member’s perspective you’re just hearing his or her personal viewpoint.
